Purpose & Scope of Position

The Procurement Manager is involved in a project from the proposal/study up to the project close-out. The major interfaces are with project management, engineering, project controls and construction management to ensure a cross-functional implementation of materials management and contracts management processes. The Procurement Manager directs, controls and coordinates the procurement on the project obtaining optimum performances with regards to cost, technical requirements and quality to satisfy the project budget and schedule. The Procurement Manager is the custodian of the entire procurement cycle which includes materials management and contracts management at the home and/or site offices.

Experience

• This position requires 12+ years’ experience in procurement or supply chain management, preferably in the EPCM industry. • Extensive experience on an EPCM project environment with capital projects, specifically in a management role • Experience with drafting of commercial terms and conditions and an understanding of accompanying legal implications

Qualification

• Postgraduate or graduate in an engineering discipline • Related training in Contracts/Legal as well as general project and management related training

Key Responsibilities

1. Pre-Tender Activities: Provide insights and ideas into the creation of the procurement strategies based on the specific details and program requirements of the Project. 2. Process and Procedures Drafting and Implementation: Drafting and implementation of the Project specific standard procurement templates and procedures. to be done in conjunction with both the Client and internal delivery team (wherein required). 3. Ensure that Client approved procurement policies and procedures created are packaged and disseminated to the PMC teams. 4. Ensure that Project procurement processes and procedures are being effectively implemented at the PMC level. 5. Provide process workflows, procedures manual and standard templates to utilise during the procurement lifecycle. 6. Reviewing the processes to ensure they are being adhered to and provide input and recommendations for any amendments where necessary. 7. Ensuring that the procurement team gains up-to-date market knowledge from live projects as well as identifying processes and procedures and/or templates that may need revision to improve efficiency. 8. Provides subcontract administration support to program/project management. 9. Develops NDAs and Teaming Agreements with subcontractors. 10. Prepares RFPs, reviews and analyzes subcontractor’s proposals, negotiates subcontracts, and administers subcontract agreements. 11. Verifies and ensures integrity of the entire procurement lifecycle, validates that all activities are carried out in accordance with the relevant procedures, maintains sound business practices in an ethical manner 12. Where required, performs site visits/client office visits to oversee the procurement/ commercial activities or resolve issues arising on the project. maintains a presence both on site and in TCE office. In specific cases, a Site Procurement Manager may be based at site during the construction phase.
