Key Responsibilities

Billing & Payment Certification

  • Review and certify contractor Running Account (RA) bills and final bills.
  • Verify quantities executed at site against approved drawings, BOQs, and work orders.
  • Ensure timely processing and certification of contractor invoices.
  • Coordinate with site teams for measurement verification and work completion status.
  • Monitor billing progress against project milestones and contract provisions.

Quantity Verification & Cost Control

  • Validate measurements and quantities of civil works executed at site.
  • Review quantity deviations and variations from approved BOQs.
  • Conduct quantity reconciliation and prepare billing summaries.
  • Support cost monitoring and budget tracking activities.
  • Assist in identifying commercial risks and cost-impacting issues.

Contract Administration

  • Review contract conditions, specifications, and payment terms.
  • Monitor compliance with contractual obligations related to billing and payments.
  • Evaluate variation orders, extra item claims, and change requests.
  • Maintain complete records of contractual correspondence and billing documentation.
  • Support claim evaluation and dispute resolution processes.

Reporting & Documentation

  • Prepare monthly billing status reports, payment trackers, and commercial MIS reports.
  • Maintain records of certified bills, pending bills, variations, and recoveries.
  • Generate commercial reports for project management review.
  • Ensure proper documentation for audits and project closeout requirements.

Coordination & Stakeholder Management

  • Liaise with contractors, consultants, project teams, procurement, and finance departments.
  • Participate in progress review meetings and provide updates on commercial and billing matters.
  • Support project management in commercial decision-making through accurate reporting and analysis.
