About the Role
We are seeking an experienced Billing Manager to lead billing and quantity management activities for a large-scale industrial project in Gadchiroli, Maharashtra. The incumbent will be responsible for managing contractor billing, quantity reconciliation, cost monitoring, contract compliance, and payment certification while coordinating closely with project management, site execution, planning, and commercial teams.
Key Responsibilities
- Lead and manage all project billing activities, including review, certification, and approval of contractor RA and final bills.
- Ensure accurate measurement and verification of quantities executed at site as per approved drawings, BOQs, and contractual requirements.
- Monitor contractor billing progress and ensure timely processing of invoices and payment recommendations.
- Review and validate rate analyses, variation orders, extra items, and change requests.
- Oversee quantity reconciliation for civil, structural, and infrastructure works.
- Coordinate with site teams, contractors, consultants, and project stakeholders for billing-related matters.
- Prepare and review material reconciliation statements and consumption reports.
- Monitor project costs and support budget tracking and cost-control initiatives.
- Maintain records of certified quantities, bills, claims, and contractual correspondences.
- Evaluate contractor claims and provide recommendations in accordance with contractual provisions.
- Develop periodic commercial and billing MIS reports for project leadership.
- Ensure compliance with project procedures, quality standards, contractual obligations, and audit requirements.
- Support project close-out activities, including final account settlement and contract closure.
Required Skills & Competencies
- Strong expertise in contractor billing, quantity surveying, and cost control.
- Thorough understanding of civil construction methodologies and project execution.
- Strong knowledge of contract management, BOQs, tender documents, and commercial practices.
- Proficiency in AutoCAD, MS Excel, and project management/ERP software.
- Ability to interpret engineering drawings, specifications, and contractual documents.
- Excellent analytical, negotiation, and problem-solving skills.
- Strong leadership and team management capabilities.
- Effective communication and stakeholder management skills.
Preferred Experience
- Experience in large industrial projects, beneficiation plants, mining, steel, power, cement, or heavy infrastructure projects.
- Exposure to PMC, EPC, or large-scale industrial construction environments.
- Experience in managing high-value contractor billing and commercial functions.
- Knowledge of project cost management, budgeting, and quantity reconciliation processes.
